Office of Program Analysis & Evaluation Mission
The mission of the Office of Program Analysis and Evaluation is to provide independent analytical advice to the Secretary, through the Chief Financial Officer, on planning, execution, measurement and evaluation of the Department's program activities; to plan and manage the Department's strategic planning effort; to manage the Department's resource allocation process; and to facilitate improved effectiveness and efficiency of programs.
Functions:
- Lead the formulation of the Department's strategic planning efforts.
- Serve as the Department's coordinator for High Priority Performance Goals.
- Manage the Department's corporate level performance measures tracking and reporting system. Provide training, consultation and outreach to all Departmental elements to promote improved performance.
- Carry-out the responsibilities of the Performance Improvement Officer as defined in E.O. 13450.
- Support the senior accountable DOE official for the U.S. Recovery Act.
- Provide independent analysis, advice and recommendations on the Department's portfolio of programs and projects and recommend investment mixes that optimize benefits.
- Conduct special studies and reviews of cross-cutting and program specific issues.
- Conduct analysis, develop data systems, and formulate planning guidance in support of Recovery Act project implementation.
- Conduct advanced modeling and analysis to understand the relationship of DOE investment to technology and marketplace changes.
- Oversee operational implementation, analysis and data management of the American Reinvestment and Recovery Act projects.
- Conduct analysis and evaluation of program financial and performance results and advise senior leadership.
