Another good resource is the Government Printing Office website which has links to the House and Senate Appropriation Committee Hearings dating back to 1998.

The bills and reports you download here are identical to what you can download from Thomas, except for two differences: excess margins have been trimmed, which results in larger and clearer text both on-screen and when printed, and bookmarks have been added to serve as a table of contents.

New Legislation

The President signed the FY 2004 Consolidated Appropriations bill into law on 1/23/04 as
P.L. 108-199, referred to as Consolidated Appropriations Act, 2004. It includes spending for Agriculture, Commerce/Justice/State, District of Columbia, Foreign Operations, Labor/HHS/Education, Transportation/Treasury, & VA/HUD and includes a .59% rescission that effects DOE. Supplemental Appropriations

On September 17, 2003, the President submitted a supplemental appropriations request for needs resulting from the war in Iraq. No funds for the Department of Energy were included in this request.

Continuing Resolutions

The first continuing resolution, H.J. Res. 69, which provides funding through October 31, 2003, was signed by the President on September 30, 2003 as P.L. 108-84.

The second continuing resolution, H.J. Res. 73, which provides funding through November 7, 2003, only made it to the House.

The third continuing resolution, H.J. Res. 75, which provides funding through November 7, 2003, was signed by the president on October 31, 2003.

The fourth continuing resolution, H.J. Res. 76, which provides funding through November 21, 2003, was signed by the president on November 7, 2003 as P.L. 108-107.

The fifth continuing resolution, H.J. Res. 78, which provides funding through November 23, 2003, was passed by the House, and was amended by the Senate to change the extension date to November 24, 2003. The House plans to pass another continuing resolution to reflect the extension date.

The sixth continuing resolution, H.J. Res. 79, which provides funding through January 31, 2004, was signed by the President on November 22, 2003 as P.L. 108-135.
