Supplemental Appropriations

On March 25, 2003, the President submitted a supplemental appropriations request for needs resulting from the war in Iraq. No funds for the Department of Energy were included in this request. The House reported the Emergency Wartime Supplemental Appropriations Act, 2003, H.R. 1559, on April 2, 2003, with accompanying report H.Rpt. 108-55. The House passed H.R. 1559, with amendments, on April 3, 2003. No funds for the Department of Energy were included in this bill. The Senate reported the Supplemental Appropriations Act to Support Department of Defense Operations in Iraq for Fiscal Year 2003, S. 762, with accompanying report S. Rpt. 108-33, on April 1, 2003. This bill included $99 million for the Department of Energy. The Senate passed this bill, with amendments, as H.R. 1559, on April 3, 2003. The amendments provided an additional $147 million for the Department of Energy, for a total of $246 million. |

The first continuing resolution, H.J. Res. 111, which provides funding through October 4, 2002, was signed by the President on September 30, 2002 as P.L. 107-229. The second continuing resolution, H.J. Res. 112, which provides funding through October 11, 2002, was signed by the President on October 4, 2002 as P.L. 107-235. The third continuing resolution, H.J. Res. 120, which provides funding through November 22, 2002, was introduced in the House on October 9, 2002, but was superceded by H.J. Res. 122. The fourth continuing resolution, H.J. Res. 121, which provides funding through November 22, 2002, was introduced in the House on October 10, 2002, but was superceded by H.J. Res. 122. The fifth continuing resolution, H.J. Res. 122, which provides funding through October 18, 2002, was signed by the President on October 11, 2002 as P.L. 107-240. The sixth continuing resolution, H.J. Res. 123, which provides funding through November 22, 2002, was signed by the President on October 18, 2002 as P.L. 107-244. The seventh continuing resolution, H.J.
